New Special Education Teacher Assistant Certificate addresses workforce shortage

UCSC Silicon Valley Extension has launched the Special Education Teacher Assistant Certificate, a fully online professional program designed to prepare paraprofessionals and assistant teachers for careers supporting students with disabilities and neurodiverse learners in inclusive classrooms.

The new Special Education certificate, is part of a growing portfolio of unique education programs designed by the professional development department of UC Santa Cruz. It addresses one of the most urgent workforce challenges in education: the shortage of trained special education professionals across California and the U.S.

will Students in the program gain practical skills in child development, inclusive classroom practices, and evidence-based support strategies for learners with diverse cognitive, behavioral, and developmental needs.

“As classrooms become more diverse, the need for skilled, culturally responsive support professionals is greater than ever,” said Claudia Terrizzano, director of Professional and Continuing Education Programs at UCSC Extension. “This program gives students the practical skills and credentials they need to confidently begin meaningful work in special education settings. At the same time, it supports California districts striving to meet the needs of all learners.”

Addressing the nation’s No. 1 teacher shortage area

Special education remains the most severe teacher shortage area in the country. Recent education workforce data shows that California continues to face significant shortages of qualified special education teachers and support staff.

In fact, two out of three new special education teachers enter the classroom without completing full preparation programs, highlighting the urgent need for additional workforce pathways and training programs.

“Special education has been the nation’s No. 1 teacher shortage area, with most states struggling to recruit and retain qualified instructional staff for students with disabilities — including learning differences and neurodiverse profiles,” said Sharmila Roy, Ph.D., a neurodiversity expert and founding chair of the new certificate program.

Roy also teaches in Extension's Educational Therapy program and has extensive experience training educators to support students with diverse learning needs.

A flexible online certificate for special education teacher assistants

The Special Education Teacher Assistant Certificate is designed for individuals seeking entry-level roles supporting students in early childhood education environments.

The program is notable for several reasons:

  • The first programs of its kind within the University of California system

  • Among the only programs in Northern California specifically designed to prepare paraprofessionals for special education settings

  • Fully online with live, synchronous instruction led by experienced educators

  • Fulfills California coursework requirements for the Child Development Assistant and Associate Teacher permits, making it a practical pathway for individuals pursuing careers in education and child development.

Students complete coursework in:

  • Child development foundations

  • Inclusive education practices

  • Strategies for supporting students with disabilities

  • Classroom collaboration and behavior support

The 21-quarter-unit program can be completed in 9–12 months, making it accessible for working professionals, career changers, and current paraprofessionals seeking formal credentials.

“Our graduates will help schools deliver the inclusive and differentiated instruction that today’s students deserve,” Roy said. “By combining evidence-based coursework with practical, career-ready training, we are supporting individuals and communities while contributing to long-term solutions for workforce shortages.”
